President Truman had first raised the alert; President Eisenhower continued to watch the situation and act accordingly. He was succeeded by President John F. Kennedy, who, during his short administration, sent 400 Green Berets to teach counter-insurgency to the Vietnamese. Like his predecessor, and every president since, he didn’t want to be perceived as weak on communism, or whatever other perceived threat the country thought it faced (in the early part of the twenty-first century, the threat of communism has faded, conveniently replaced by a fear of terrorism). President Kennedy may also have wanted to set a tone for his presidency with a show of strength early in his administration.
